District CFO Natwar M. Gandhi Appoints N. Anthony Calhoun Treasurer

WASHINGTON, DC - Chief Financial Officer Natwar M. Gandhi today appointed N. Anthony Calhoun Treasurer of the District of Columbia effective Jan. 29. Calhoun, who will be leaving his post as Deputy Executive Director and Chief Financial Officer of the Pension Benefit Guaranty Corporation (PBGC), replaces John Robinson, who has been Acting Treasurer of the District since July.

"Mr. Calhoun brings a proven track record of financial management to the District of Columbia government," said Gandhi. "While at the Pension Benefit Guaranty Corporation, he was able to convert the Corporation's deficit of $3 billion to a surplus in excess of $7 billion - a $10 billion turnaround; earn a clean opinion for the Corporation; and move PBGC off both the General Accounting Office's and the Office of Management and Budget's high-risk category. He will further enhances the District's financial viability and credibility."

As Treasurer, Calhoun will lead the District's Office of Finance and Treasury, which borrows and invests funds on behalf of the District and collects receipts, payments, and transactions to the District. It also manages vendor payments, welfare benefits, and unclaimed property.

Prior to joining PBGC in 1993, Calhoun worked in various positions for the District of Columbia government, including DC Controller; Financial Manager of the Department of Human Services; and Group Controller of the Office of the Controller. He was also a management consultant with Touche Ross & Co., worked for the Pennsylvania Housing and Finance Agency, and was an adjunct professor at Penn State University.

Calhoun earned a master's of business administration at Wharten School at the University of Pennsylvania; a bachelor's degree at Howard University; a Certification at the Program for Senior Mangers in Government from the John F. Kennedy School of Government at Harvard University; and is a Certified Government Financial Manager through the Association of Government Accountants. He was a recipient of the Donald L. Scantlebury Memorial Award from the Joint Financial Management Improvement Program, a cooperative undertaking of the U.S. Department of Treasury, the Office of Management and Budget, GAO, and the Office of Personnel Management. It is the highest award a financial manager in the federal government can receive.
