Biography Barbara D. Jumper Associate CFO, Government Direction and Operations Cluster In July 2002 Barbara Jumper was appointed associate CFO for the government direction and operations cluster, where she oversees the finances of the offices of contracting and procurement, finance and resource management, personnel, and property management. Jumper's previous financial positions within the District government include serving as associate director of finance for the Office of Grants Management, supervisory budget analyst and director of budget and planning for the Metropolitan Police Department, and executive officer to the City Administrator. Jumper is a member of the Government Finance Officer's Association, is certified in grants management, and earned a bachelor's degree from St. Augustine's College.
