Jerry Malone was appointed general counsel for the Office of the Chief Financial Officer (OCFO) in June 2002. Malone, serving as the principle legal advisor to the chief financial officer, directs the legal resources of the OCFO with respect to federal and District appropriations, contracting, and procurement, and accounting and financial transactions. Malone also represents the chief financial officer in litigation and in other legal matters in which the CFO is a party or has legal interest, supervises and manages outside counsel in all legal matters, and assures the legal sufficiency of the OCFO's programs and policies.
From 2001 until his current appointment, Malone served as senior managing director for MicroElise, a consulting firm headquartered in the Washington, DC, region, where he was responsible for the day-to-day management and operation of the firm, crafting its long-term vision, and ensuring the achievement of its performance objectives.
Prior to joining MicroElise, Malone worked in various positions for the federal government. He served as chief of staff of the US Department of Transportation during the Clinton administration, having earlier served as deputy chief of staff of the department and chief counsel of the Federal Highway Administration. Malone was also a partner in the law firm of Friday, Eldredge & Clark, the largest law firm in Arkansas. He joined the firm as a law clerk in 1983 and was named an associate attorney two years later.
A native of Earle, AR, Malone is a graduate of the University of Central Arkansas, where he was a Presidential Scholar, and the University of Arkansas at Little Rock School of Law, where he was managing editor of the school's law journal, graduating with high honors. He was an adjunct professor at the law school and served on the Board of Trustees of the University of Central Arkansas as an appointee of then-Governor Bill Clinton. He was president of the Board for Legal Services of Arkansas and former chair of the Arkansas Board of Continuing Legal Education. Malone also served as a board member of the Arkansas Regional Minority Supplier Development Council, was a member of the Greater Little Rock Chamber of Commerce Leadership Institute and served as chair of the Leadership Greater Little Rock Alumni Board of Directors. He served as a youth Sunday school teacher at Second Baptist Church before moving to Washington, DC.
Malone has received numerous awards and honors, including the 1995 advocate of the year by the Minority Enterprise Development Council, the United Negro College Fund's 1996 service award and the Arkansas Trailblazer Award. He also has been recognized by Who's Who in American Law.
