Biography
Jo Ann Smoak
Director, OCFO Office of Management and Administration


Jo Ann Smoak was appointed director of the OCFO's Office of Management and Administration (OMA) in December 2002. OMA, formerly known as the Office of Government Business and Human Capital, houses the human resources, contracting and procurement, and training functions of the OCFO.

Smoak's 20-year career has spanned the private, non-profit and education sectors. After starting as a marketing representative for Xerox, she moved to IBM Corp. as a financial professional. She later served as director of finance and administration for the Greater Washington Urban League and Immigration and Refugee Services of America.

Before moving to the OCFO, Smoak wore two hats. She was an adjunct professor at Trinity College and National Louis University, instructing students in finance, business and human resource management, and management information systems. She also was director of finance for Population Connection, a 35-year old national nonprofit working to protect the environment and ensure a high quality of life for present and future generations.

Smoak received a bachelor's degree in business education from Minor Teachers College and earned a master's in business administration from Howard University. She is currently a candidate for a doctorate in public administration at Howard.
