Biography Pamela D. Graham Associate CFO, Government Services Cluster In July 2002 Pamela Graham was appointed associate CFO for the government services cluster, which includes the District departments of public works, transportation, and motor vehicles. Since 1997, Graham had served as agency CFO for these agencies, supervising approximately 75 employees. Graham joined the District government in 1986 as a budget analyst with the Office of Budget and Planning. She was later promoted to director of the capital improvements program, where in 1997 she designed the first, fully comprehensive, six-year capital improvements plan. Prior to public service, Graham held positions with the First American Bank of Washington, American Express and Wachovia Bank and Trust. Graham received a bachelor's degree in accounting and business administration from High Point College, NC, and a bachelor's degree in business management from North Carolina State University. She also received a certification in financial planning from the College for Financial Planning in Denver, CO.
