Biography Steward D. Beckham Associate CFO, Public Safety and Justice Cluster Steward Beckham was appointed associate CFO for the public safety and justice cluster in July 2002. He is responsible for the budget and financial operations of the agencies in this cluster, which includes the Department of Corrections, the Fire and Emergency Medical Services (EMS) Department, and the Metropolitan Police Department. In the year prior to this appointment, Beckham was agency chief financial officer for Fire/EMS and Corrections. Prior to joining the District government, Beckham was the chief of fiscal services for the Baltimore City Fire Department. Other positions held include chief of fiscal services for the Baltimore City Commission on Aging and Retirement Education; deputy executive director for the Maryland Department of Human Resources' Office of Policy, Planning and Program Evaluation; budget analyst for the Maryland Department of Human Resources; and an MBE investigator for the Maryland Department of Transportation. Beckham is an attorney admitted to practice law in the state of Maryland and the US District Court for the State of Maryland. He is a graduate of the University of Baltimore School of Law and received his undergraduate degree in business administration (concentrating in accounting) from Howard University.
